While I also could not find that capability within the Blurb software, I solved it by creating a page containing the text with some external software. I am using the free Scribus DTP program to create any pages I want to have a drop caps, etc. or any special layout page. I just export the result as a full page JPG and then import it back into Blurb. Makes for great looking text with the drop caps feature.
