I just tried this and it worked. Hold down the Shift key & click on the photos in your library that you want on a pg. Right click on one of the photots & click on Add to Book. The photos you chose should appear randomly on the pg. If the image boxed aren’t the same size & the photos have not been sized to fit, you will have to do some editing. Hope I understood your question correctly.
