Your options are very limited in this respect I’m afraid. You cannot in the current version take a text layout page and apply a photo as a background.

But there are a few page layouts that are designed to put text on top of a photo, hopefully one of these might meet your needs.

In the Apply Page Layout menu, choose picture layouts and you will see a small choice there.
