does it mean that it is not on the account of  my card  money?

Hi,

Unless you have another credit card that you can order with, I suggest writing into customer support so they can help you solve this problem.

lsachka—this declines is coming from the bank that issued your card…not Blurb. I would recommend following up with your bank and ask why they are declining this transaction.
